Such a feature, as well as other date/time customizations, are not planned.

You might be able to do what you're trying to achieve with a dedicated program, such as T-Clock (haven't tried it myself).

The tweaker checks for update once every 24 hours. Perhaps you didn't have an internet connection on the first time, or some other issue such as a server error.

There indeed was an issue - if a new monitor is added while the option is on, the option is not applied on the new monitor. It will be fixed in the next version. For now, it's fixed in the beta version, please try it.

That should already work once you enable the "Display seconds on the tray clock" option. Can you post a screenshot of how it looks on your computer?
