so yes answering your question: 

1) i only observe this issue when 7tt is running 

2) i've never tried to disable all 7tt options and run it 

also it is not always reproducing each time i try - sometimes issue does not reproduce even after first press of start button 
sometimes it is required to press start few times to make issue disappear,

most of the time i face this issue after several hours after startup (several hours of using laptop)

i.e. it is kind of flaky but statistically it happens quite often - from my impression close to 50%  

also it is worth to note that i don't have any other tweaking SW installed 

right after these steps to reproduce i exited 7tt and tried again - and it started to work every time
