Not a bug
Task bar does not pop-up when pointer bottom left . .
. . at least when 'Start8' is installed. This is a bit annoying. Bottom right works fine (and, a propos both left and right, I mean extreme left and right).

Sounds like an issue of Start8.
Why did you post it here? Does 7+ Taskbar Tweaker cause the issue?
Does the issue not happen when the tweaker is not running?
You are right: it is a Start8 problem; for the Tweaker does not control taskbar hiding but only provides ways to turn it on. Apologies. (Also, I've rejected Start8 anyway and returned to Classic Shell.)
