A panel for running applications (Scrap-heap/Taskbin)

A new method to organize apps on the taskbar.  A generalized area to the right end next to the notification area; it would be a button that opens 'one grouped panel' for whatever apps people want to place there.  {Sort of like grouping many applications under one AppUserModelID with taskbar inspector.}  This would be less specific than grouping though; making it real easy to dump various stuff that isn't immediately needed, and still be able to jump back to it quickly without exiting applications.

Consider it a Super Gruper, LOL

I've coined the names scrap-heap & taskbin for this proposed section.
