How to select both Hovering [List] with Hovering [Nothing]?

Hello,

I have done this: Taskbar items: Hovering>select [List]

How to do this also: Taskbar items: Hovering>select [Nothing]

The effect I want is show nothing when mouse hovers over taskbar icons, and when I click on the software icon it will show list of the software opened files.

How to select both Hovering [List] with Hovering [Nothing]? 

Please implement a feature to select both Hovering [List] with Hovering [Nothing].
