KB5099539 possibly broke "Cycle through windows"

KB5099539 (Win10 21H2 ESU, July 14, 2026) changed hotkey unregister/cleanup behavior; I believe this broke 7TT's simulated-Ctrl+left-click cycling on combined items. Ctrl+Click still works. Update cannot be uninstalled (SSU bundled, non-removable).

"[Input] This update changes hotkey unregister and cleanup behavior. In rare cases, some built-in Windows experiences that rely on previous hotkey lifecycle behavior might temporarily stop responding to certain keyboard shortcuts. This issue can typically be resolved by restarting the app affected. If the issue is not resolved, report it through the Feedback Hub."

I installed the latest Windows 10 build (19045.7548 via KB5099539) and I can't reproduce the issue, the option works for me. If you can provide steps to reproduce the issue, please let me know.
