Remove "Touch Keyboard" toolbar

Windows 8.x doesn't allow users to permanently remove the "Touch Keyboard" toolbar from the taskbar: on every reboot it reappears. Even when the corresponding service is set to disabled, the toolbar can reappear after one or more reboots.

A function to disable the toolbar with the start of 7+ would be ideal.

I don't have this problem at all.

Meaning...? So you are able to disable the toolbar permanently? If so, how?
Ok, the only thing I could do about it was to take ownership of and then remove the file "C:\Program Files\Common Files\microsoft shared\ink\TipBand.dll". Afterwards, you can still use the touch keyboard if you want.
Try to unregister that file with regsvr32 tool
The issue with the touch keyboard repeatedly coming back, despite being disabled, is well documented (Search Google, for example.) The best fix I've found is to disable all taskbar toolbars with group policy. It makes the touch keyboard toolbar disappear, but it also means that any other toolbars are not possible.

Rolling a fix for this into 7+ttt would be awesome.
On my Win8.1 computer, all I had to do was right-click the taskbar, click Toolbars and de-select Touch Keyboard. The Touch Keyboard disappeared and never returned.
