Discord Sound Control Doesnt work when you scroll wheel full down doesnt mute or sound levels dont apply

I'm not sure what you're referring to. 7+ Taskbar Tweaker only has an option for system-wide volume control with the mouse wheel. If it doesn't affect Discord, then it's not something that's related to 7+ Taskbar Tweaker.
