fix_hang_reposition stopped working in 5.12.2 (21H1, 19043, 1348)

It seems that either with recent cumulative update of windows or with Takbar Tweaker update fix_hang_reposition stopped working.

Please let me know if I can help testing fix, as I can reproduce the bug easily

Tested beta fir several days - was not able to reproduce using methods which worked before - can confirm it was fixed.
