Fix keyboard shortcut issue for never combine taskbar icons

For combined icons, opening the first window will be like Win+1, while opening second window will be like Win+11

When I uncombine icons, I expect it to work like Win+1 and Win+2 (the way it works for different applications), but it doesn't work that way
