"library initialization failed" but it was working fine when Windows initially booted?

first of all, I don't know if this has already been reported because I tried clicking some of the similar topics but can't seem to read them on my browser. Apologies if this is a duplicate. Basically, it's the same old "library initialization failed. Perhaps your Windows version is not supported"... except I haven't updated Windows since the last time it was working. In fact, it was working fine until after I restarted Explorer just now. Why did restarting Explorer suddenly cause it to break? I know Windows updates are usually the culprit for this error, but I've never had it happen where I've seen this error without having just installed a new version of Windows. Certainly never seen it in the same login session where it was just working prior. I'm going to try a reboot right after I post this, but I thought I should let you know nonetheless that something might be broken, even if that happens to fix it (and I've got enough experience developing/poweruser-ing to know it very well might...).
If you need any sort of diagnostic information from me, let me know. My Windows version is Windows 10 home edition, version 2004, build 19041.508, installed on the 16th of September.

side note, do you do anything with Explorer  that might cause auto-refresh to break? I've been noticing an issue lately where, if I modify a folder such as by creating a new document, I have to right click and refresh for the new item to appear. Same with deleting. Just wondering if you might know whether that's you or one of the other Explorer extensions I have (like classic shell/classic start menu), though it has no bearing on this issue.

The tweaker doesn't do anything related to auto refresh, so I hardly believe the issue is caused by the tweaker.

I'd be glad to look at it fix it, but unfortunately, without a way to reproduce the issue there's not much that I can do. I assume that a computer restart (or maybe an additional restart of explorer) will fix the issue. You mentioned that you're using other customization programs, so perhaps there's a conflict with one of them.

If you find a way to reproduce it, please provide the reproduction steps.

+1

yeah a restart fixed it, but I have at least one hypothesis... if I can just reproduce the circumstances required by said hypothesis, well, that's always the trick right? One thing I noticed after my restart is that one of my OneDrive accounts is having an issue merging a file, something that might be related to the reason I had to restart explorer (the aforementioned issue with auto-refresh)... and thus in turn might™ be related to this issue.
Then again, if it's hard to reproduce, I sometimes wonder if it's even worth the effort to try, so long as it doesn't cause problems for anyone else. I'll poke around for a little bit while working on my college essay tomorrow (this all happened while I was trying to use Microsoft Word 365 + OneDrive for that), but failing that, this is probably going to be one of those "can't fix" situations

I'd like to add the following (even though this thread is old).

I have encountered the problem - sporadically, and, I think, both at boot and subsequently - of the Tweaker's library failing to load. I think that the problem may have to do with the program 'Fences' from Stardock and/or with the installation of Windows updates.
