Getting the dreaded "Could not load library (102)" message again, all of a sudden

I know that this issue appeared in Windows 8.1 before the OS was fully-supported, and that was fixed, but now the message has reappeared, presumably after installing some recent updates.

This is not the same issue as the one the pre-Windows 8.1 Update 1 version.

Ben, are you using Win8.1 32-bit or 64-bit?
Simon, I am running Win 8.1 x64; executing “ver” on the command-line outputs: Microsoft Windows [Version 6.3.9600]. I have applied all available Windows Updates, as of this moment.
Simone, curiously, I re-downloaded and re-installed the same version of 7+ TT, v4.5.1, and the error is gone. Everything is working again. Very strange. I'll keep an eye on it and post back if the problem recurs. Thanks for your help!
