Taskbar Tweaker Could not Load Library

I downloaded the tool yet when I load it, it says that I have an insider build of Windows 10 (even though I don't even know how to check it or if I even have it at all) and when I loaded the tool, it says that it could not load library, error code 1004.

Please make sure that you're using the latest version of the tweaker, 5.10. If not, please update to the latest version.

Thanks, just a question though, I was told that I could change the taskbar icon size and taskbar size in taskbar tweaker's "advanced options". Is that true? if that is the case, how do I do it?
