Wheel when hovering over clock area doesn't work on 2nd monitor's taskbar

As many users, I use the feature to tweak volume by scrolling mouse wheel when hovering the clock area on tackbar. But this feature doesn't work when hovering second monitor's taskbar clock.
It's inconvenient, when something running full screen on primary display.
Is there way to fix it myself or is it a buggy behaviour?

It's not a bug. Currently, "The notification area" only refers to the notification area on the main monitor.

I can see that it makes sense to use the secondary clock, too, even though it's not strictly a "notification area".

I'll look at it at my spare time.
