Windows 7 Taskbar Button color when hovering with mouse on buttons should come back

On Windows 7, there was a color on the Taskbar Buttons when hovering about the button with the mouse. That was a nice effect.

In other words, it's not possible to get the colorization effect back on the taskbar buttons?
